Report a translation problem
Which, I'm guessing will force me to update yet again from the Tera Launcher itself, like when the game in steam told me I had finished my download, but the launcher had a ton left for me to update.
Ugh.
This leads me to ask, does steam not recognize the most recent update currently? Meaning, the new files from the update are not recognized by steam, and force it to remove and redownload those files since they don't match the steam database when verifying game cache?
Should I only use the Repair tool in the launcher if this happens again?
If you currently have the TERA Launcher open, can you please close the TERA Launcher, then remove the following from your TERA Folder :
EN.version
Game.version
Live2-Launcher.version
Then, after those files have been removed, please download the 3 files ( EN.version / Game.version / Live2-Launcher.version ) from these links :

Drag-and-drop these 3 files into your TERA Folder.
Also, I believe that there may be another file that is corrupted, which is the TERA.exe, located here : TERA\Client\Binaries\TERA.exe
Can you delete that file if it is there then replace it with the one in the link below?
If you are missing that TERA.exe in your Binaries folder, can you try downloading my copy of the file and placing it into that specific directory?

Once you have deleted and added those files, please restart the TERA Launcher as Admin.
If the "Play" button does light up, you will need to run the Repair feature in the TERA Launcher, which can be found in the Tools menu in the Launcher.
After that has been completed, restart the Launcher as Admin again.
It yielded results in the sense that my Server list now actually comes back after a little bit when I hit Refresh as opposed to never coming back. I would assume my problem is deeper than yours though. I will post again if I get my problem fixed incase you still have issues as well.
EDIT: Regardless of how this ends out, PLEASE run Repair from the Launcher before hitting Play!!!!
Host File Edit :
From the start menu, type notepad
Right click on Notepad and choose to Run as Administrator
Click on File -> Open
In the bottom right corner, change it from Text Documents to All Files
Browse to C:\Windows\System32\drivers\etc\
EDIT: Relaunch Steam and TERA after doing this if you do.
Edit after both doing everything in both posts and letting it download and stuff it is currently working for me.
Sorry I didn't reply earlier, work got in the way of my Tera time. But it is now the weekend and I am ready to level my gunner!
Steam hosts the current version at the time it is brought to steam. So basicly if you had downloaded it on or around 5/5/2015 there would have been no patching needed. but since the last patch dropped and onward some patching will be needed.
Maybe you should necro some three year old posts to show them who's boss.
