There's a port in Velika.

Another way is to buy dungeon scrolls for that continent or use the Vanguard quest teleports. If you have Eiite, use the Atlas.

Where is the Port and what does it look like?

the port is a baraka standing next to the city portal in velika, on the stairs. Talk to the baraka and he should give you an option to teleport to highwatch.

Or, since you probably have plenty of Vanguard missions available, you could teleport to one of them.
