The game is THREE YEARS OLD, FFS.
It's actually 4 years old. It was released in Korea in 2011.
Well, doesn't matter which version, it's all based on the same game from Korea.

This game run better on my PC than TERA Online.
BHS don't have money anymore for rebuild the game, it's a Epic Fail
As for FFXIV, that game got rebuilt because the first incarnation of it ♥♥♥♥♥♥♥ SUCKED. Also you're talking about Square-Enix, which has VASTLY more money than Blue Hole.
Jesus, people need to stop acting as if every developer has the time or resources basically rebuild their game from the ground up every time some new version of something like DirectX comes out. You all sound as if you're entitled to it, when you;re not. Either enjoy the game or go play something else, don't ♥♥♥♥♥ about something that's irleavent in the long run.
What do you expect from them? hmm? Rebuild is too much to ask, don't you think? (yeah right..)

- TERA was released in Korea on January 25, 2011
- TERA uses UE3
- UE3 supports DX11
- DX11 support only came to UE3 on March 2011 (After the initial Korean Release)
- West Release was based on Korean Release
- Did they have time to implement it before it hit the West? Yes they did. It didn't happen because they didn't want to spend more money.
The thing is, would it benefit the devs if they made it DX11? Not really.
Some people prefer extreme graphics over anything else, some prefer a mix of extreme graphics and gameplay (Black Desert is one example compared to every other MMO when it comes to the graphics and animations, haven't played myself can't talk about the gameplay part for sure), others prefer graphics and gameplay, some just care about gameplay.
Currently TERA stands on Graphics and Gameplay, would it bring a lot more people to the game if they updated the Engine to support DX11? No, it might bring a few more people but nothing to justify the update, they would spend money and it would take some time to get it back, while that's the purpose of the word "investment" sometimes "investment" doesn't mean "profit".
At this point, i don't think it makes sense to make DX11 support, they would spend money which they could otherwise use on a new project or just in making new content for TERA, which i believe it's happening/they're planning.
Would it make current players happy? I think i don't need to answer this.
All you can do it to try using DX11 tweaks, but it won't matter if the resources are not there. Try using ReShade and activate some of it's shaders, it's something to consider. But don't expect much since the game is DX9 only.
Projet EXA, this game will use DX11 (DX12?).
