Basically, most PvP occurs through Battlegrounds Instance Matching similar to Dungeon Queueing but for PvP modes. There are many modes to play, each with their own guidelines and methods to playing.
Your first BG becomes available at lvl 30 known as Corsair's Stronghold which is a basic Attack and Defend style mode where one team defends a location and after the round ends, teams switch. Some BGs are Equalized which means everyone has similar gear and are level capped, but you still dont get access to all your skills if your under leveled when instance matching and crystals don't get equalized so some people have a slight advantage over others.
TERA also has an Alliance system which is the endgame PvP equivalent of PvE. The basic idea is that upon joining or creating a guild, you can join an Alliance of other guilds and compete with other Alliances for control over Vault times, Territory, and gold. So far there are only 3 Alliances; Free Traders Collective, Iron Order, and Enlightened Union. If you still rather not join a guild and go straight to the Alliance, there are special alliance guilds specifically for that purpose, usually named something plain like "Free Traders 13" and can be joined through the guild tab. The Alliance system is usually for serious PvPers depending on the Alliance you join and Alliance Politics can be heated, but if PvP is your things its still fun. Alliance territories also have their own special maps for PvP purposes and have slightly different rules and functions.
Lastly, TERA also has PvP specific end game gear thats more suited for fighting other players as opposed to the usual mob. Most of these are available by grinding Killing Spree and Bellacarium Credits by competing and winning in BGs.
