I haven't tried the buff remover, but there are some things in there that will help improve your fps.
1) PC limit. Its its set to unlimited, it will eat your FPS.
2) Draw distances. Tera doesn't tend to load closest first, more like all at once.
3) Lighting. Adjusting you lighting enrichment may render more FPS.
Tera is one of the few games I have run across that have a draw distance for everything.. I'd start here and adjust them each down to 3 and see how that helps. Then from here you can tweak them to find whatever balance in it you like.
2nd is that you might not have FPS issues caused by hardware but by net lagg and i can't help you with that but TERA NA has great servers that perform well even for players in europe like myself and those with poor internet connecton so you should also look into that
