how to chat?

You simply press enter like most games.

If you want to know more,

In TERA, there are different commands such as
/s - general chat
/p - party chat (Must be in party)
/n - notice (Must be leader of party/raid)
/c - global chat (Lv20+)
/f - alliance chat (Must be in alliance)
/l - echelon chat
/g - guild chat (Must be in guild)
/t - trade chat
/u - LFG chat
/a - Area chat
/w (character) - whisper (character)
R key (default key) - reply whisper

you type which channel you'd like to chat in like /s and hit spacebar to chat. Or you can scroll through by just pressing enter and pressing left/right arrow keys to switch chats.

There's also another way by creating private channels:

/make (channel name) (4 digit password)

The channel name can be upto 8 letters.

e.g /make anewchat 1234

To join, you type:
/chat (channel name) (4 digit password)
/chat anewchat 1234

To leave:
/leave (channel name)
/leave anewchat

If you mean voice chat, you can have another client like TeamSpeak 3, RAIDCall, Skype, Ventrillo, etc,, to do so, but you'll need to tell them instructions if they dont know or have such voice chat client.
