The other reason you tend to have a lot of full power gunners is the jewelry. If you've been doing VoK and SF, you'd know that Forcetime and Lifetime jewelry drop far more frequently than Edgetime. Forcetime being the power jewelry, Edgetime being the crit jewelry. So they end up with more power jewelry than crit.
Beside this is mostly for PvE, and power is base dmg before crit. So in a sense more power is more base damage, more base damage equates to larger crits. PvP is really where crit becomes more important than power. So unless this is for PVP, don't worry over whether or not a gunner is balanced out in power/crit.
For PvP you should focus more on power and on PvE you should balance crit and power.
Gunner is a very peculiar class, the build logic of the other DPS classes doesn't apply to him. The Koreans have already figured that out a long time ago, I'm waiting to see how much time the westerns will take to see the light.
Clarifying my logic:
On PvE you have enough time to land all your skills and a lot of auto-attacks cancels between the AB resets. More crit factor on PvE means more crits on these filler skills, and since boss fights takes minutes, the crit factor will be consistent, since you be landing hundreds of hits efficiently. I've already run some tests with 2 builds in 50 dungeon runs, (#1: ~ +150 power, ~ +40 crit factor) vs. (#2 ~ +120 power, ~ +100 crit factor).
Number #1 build had more damage on AB (around 15%), but the filler skills had a pretty inconsistent crit chance, while the number #2 build would give me crits consistently during the length of a boss fight. And 1 single crit from an simple auto-attack would already compensate the damage difference for the #2 build.
The advantage from #2 build showed pretty clear on DPS meter. #1 build couldn't overcome #2 not even in a single dungeon run. #2 build had always from 15% to 20% more DPS.
On PvP this doesn't apply anymore because these filler skills will not be used as damage skills efficiently. You'll be using these filler skills for crowd control reasons (stagger, stun, slow, knockdown) and since your main burst skill will be AB, which is a skill that has a high natural crit chance, it's best to focus on increasing that burst with power. PvP fights doesn't take as long as a boss fight and you don't have the same easy setup for free damage as in PvE, after all, you are fighting a human being and not a stationary machine. PvP fights are almost always about burst damage.
