Iirc dismantling only works for old items you can't get anymore.
Upgrading (masterwork) is a thing of the past.
You shouldn't worry about any of these things until you hit max level and also don't spend real money until then.
Low level players CANT enchant or upgrade equipment with the weapon exception (and it must be the relic one, not a regular one), so i dont have a clue what did you see or what did you hear.
Once you reach level 60 you can start enchanting armor and probably footwear and handwear (honestly i cant remember). But not all of em. And when you reach level 65 then you are able to enchant, upgrade and whatever.
As Hodman said, dont worry about any of it until you reach end game, and whatever you do NEVER EVER invest real money in the game. Its not worthy at all, specially after the last patch where the devs demonstrated again that they dont care at all about the customers and the quality of the game itself.
