If you want to tank, brawler is the ping friendliest and easy to play. For dps, ninja, sorc, gunner, and valk are good for newbies imo. They're all playable at 200-300 ping, and you will face a dps loss due to high ping, but it's better than nothing. The other classes I haven't mentioned either require skill chaining which becomes harder to do the higher your ping goes, or more ping dependant skills. Healers are out of the question unless you're confident in your abilities to time heals correctly with high ping.
Also, lots of Oceanic players on the Tempest Reach and Mount Tyrannas (PvP) servers.
lancer, archers are ping reliant just like person said above, reaper you need low ping as well, healers aren't bad to play but you need to stay focused especially in level 65 content
if you want play archer or lancer you need to get third party program to trick server to think you're low ping
Tank: Brawler
DPS: Sorc, Ninja, Valkyrie, Berserker, Gunner(Burst Fire will vary), Slayer
Healer: Priest
