I can confirm this here too.
Most people have no programming knowledge (and hardly see the diff between 60 and 30fps) to understand what video rendering refresh is... but a game can still have different internal timing and syncing issues among inner input, physics, rendering engines components... resulting in a visible non-smooth gameplay, even when FPS counter says 60+ fps, yes. It actually looks and feels like 30fps or worse.
It's not even a frame pacing issue where you see sporadic lags, but a known issue in some Unity games looking "jerky" all the time while playing (talking about smoothness).
Definitely not smooth and 30fps or less look & feel, yeah. A real pity I can't enjoy it as it should....
Unfortunately devs did never recognize the issue (reported by other users too) and probably can't see the difference between 30fps and real 60fps+ themselves (just look at intro sequence or when you discover new areas, menus etc. where it is in sync with video refresh and smooth as it should at 60+, then when controls return in the hands of player you'll notce how's everything "slowed down" to similar-30fps effect, even if FPS counter is still 60+).
Add to this controls are laggy by design (but I'm ok with it, it simulates a different feeling controlling a remote robot) and you'll have a nice little game destroyed by bad technical issues running as a slowed-down 30fps game.

It's a fake 60fps (just the video rendering routine. i.e. the fps counters) actually running internally locked at 30fps when playing.
I'll finally remove it from my library because of total lack of support and poor programming. A pity
