I have listed all the things I know to try for Lego start-up problems. Usually the d3d error thing is either to do with the refresh rate or you might need an older version of directX (see below) but some of the other fixes might help too.
Verify game files (usually unproductive)
Reinstall game (Delete the local files too beforehand so a fresh file is formed, filepath below. This will delete Savedgames so copy them but if you haven't got any don't worry). (All the Lego games store their settings and savedgames in separate local files, not in the Steam files. They are all in C:\Users\#username#\Appdata either in Local or Roaming under all the various names: DisneyInteractveStudios, LucasArts, ttales, WarnerBros.InteractiveEntertainment, WBGames.)
Check the screen settings in the preconfig.txt. file: filepath-
C:/Users/#username#/Appdata/Local/LucasArts/LEGOIndianaJones/pcconfig.txt
You can change the settings in this file to your screen resolution, and you can change the refresh rate to 60fps too.
(If you can't see the txt file you might need to unhide file extensions in your windows File Explorer settings.)
Then make sure none of your pc's graphics (NVidia etc.) are trying to force a higher fps for the game.
You could try one of the compatibility settings, and I know Win10 has a troubleshooter in the same section (hopefully Win11 has the same), along with the tick-box Admin. setting for all future start-ups via Steam: filepath-
SteamLibrary/R-Click on game/Properties/Local Files/Browse Local Files/R-Click on the game exe. file/Properties/Compatibility
Set your sound card setting to, or as close as possible to, 16Bit 44100Hz (if your headphones don't have this 'dvd quality' setting option you might need to use in-built speakers)
Probably, if you get an error message pop-up, run a reinstallation of the DirectX file for the game or use the microsoft tool for older versions that your pc might not have installed:
