Its a bit hard to know whats going on. My theory is a bad locally installed codec but its hard to tell sometimes
1) non-60 Hz mointors (force your monitor to 60Hz)
2) having a controller pugged in (unplug it)
3) Sonic Studio or Nahimic can cause isssues (uninstall them)
So, I had this problem, and did a lot of testing.
1) Uninstalled Sonic Studio and Nahimic, then reboot. Did not work.
2) Tried changing my screens refresh rate in graphic settings, tried all refresh rates, 165, 144, 120, 100, 85, 60, 59, 24 and 23. Did not work.
3) Turned ON V-sync. WORKING!
You could probably try to turn ON V-sync first, see if that helps. If not, try removing Nahimic and/or Sonic Studio.
I'm running everything on very high everything on.
