My City is open to everyone with a good heart. Everyone is welcome if they following the Order
In survivor difficulty, it's everyone for themselves...
I am pretty much doing the same thing as you. I have not abandoned any survivors I discover, mainly because I want their labor. I do let them find their own way unless my scouts already have loot.
And what about the second and third waves of uninvited survivors? Open arms? Only the healthy? None?
IIRC you are warned besides taking longer, there is a chance some will die if you send them on unescorted.
As for the survivor waves? I take them all, between having fully upgraded infirmaries and child shelters w/medical apprentices, and extra food for healing buffs? I can get through them in a hurry.
