What is roll call?
My people are attending that. Instead of working they go to roll call.

It's from passing Morning Gathering in Order, some people go to it from 0600-0630 and it boosts Hope.

Thanks. It should be called something like that.

I think the whole point of "roll call" in the Frostpunk setting is a reminder to your people that they are alive, and that they need to be reminded daily. By reading off the names of your people at the morning huddle (of sorts) and those they they might know, all the hardships they've had to endure have paid off (at least til the present), so it's something to be thankful for instead of perhaps of any lingering thoughts that the Londoners are (or were) right and they should've left. It's sort of brilliant, it's both psychological and spiritual at the same time.

Else they'd lose their purpose and fall back into depressed hopelessness. So "roll call" would likely make sense to read off every single name of every person, even if it means the "roll call" might sound sort of what you'd do in the military, which would still make sense - except there's no unauthorized absence, only death.

That's my opinion, at least.

Roll call and morning gathering are functionally the same thing IRL, so I can see why the devs didn't think it'd be unclear.

It was to me unclear. I didn't know what it means as it pops out of nowhere.
