Housing has 4 level of insulation which doesnt consume coal whereas workplace require heaters to achieve the same level of heat.
Nope, Level 3 primary resource buildings - Coal Mine, Wall Drill, Steamworks have base heat level 3, and can have a +3 heater inside, making them +6, as opposed to Houses, which can only have +4 at maximum upgrade level. Industrial Hothouses with full insulation are even better: +4 base warmth, with +3 heater.
With a +4 Generator heat (whether direct or via Steam Hubs), that makes those resource buildings +10, compared to +8 for Houses. With a +2 Overdrive, it's possible to get +12 in workplaces vs. +10 in houses. Industrial Hothouses can get to +11 with heaters and Level 4 heatzone and to +13 with overdrive.
Fully upgraded Coal Thumper is +2/+5 with heaters/+9 with heaters and Level 4 generator/+11 with overdrive; Gathering Posts likewise.
In Endurance mode, you get storms up to -120 (= -12 levels, with -2 = chilly), so Houses will be Very Cold (-4) without overdrive and Chilly (-2) with it, while workplaces can be -2 without overdrive and Warm (0) with overdrive.
Ah, that's exactly my observation minus the precise numbers, thanks, I guess not a lot of people pay close attention to that. So I guess I just need to git gut at heat tactics :D.
