Now if you want to save them, you need enough medical facilities, 4 infirmaries recommended. Overcrowding law would help a lot.
Also, try using steam hubs rather than increasing the gen range which is less efficient. You can set working place steam hubs to work hours saving a lot of coal. And you can fit a lot of houses in a single steam hub if you plan ahead.
Also, everyone keeps saying the heat in hunters doesn't matter but I think it does. I think heat matters even when people are walking around, building stuff, or on their way to work. The reason I think this is because at night I began getting sick people and they were all hunters. Why else would that be? Also because when people are walking around it shows their color. In my opinion the game is better and more realistic if temperature always DOES matter.
So I think it's best to have work places around a hub that is off at night. Except you want hunters and kitcens in 24 hour zone same as houses. Houses are difficult because it seems there are MORE people there at night but there are always people in houses. Hunters for example during the day. Also other people "staying home" whatever that means. I tried turning off heating for houses during the day. But I think that's wrong and you want 24 heating for houses as warm as you can afford the coal, but if you can't then I think hot at night but day is when you could try skimping (poor hunters, and anyone else with nightshift).
I always thought they can only add 1 heat which would only be a short term solution. Do hubs increase their heating power with the core upgrades? Hm, never occured to me. I'll try that out.
I'm the kind of guy that want's to rescue everyone. In the scenario before that it was super easy for example rescuing New Manchester.

If you want to rescue everyone it is possible, but you do need to be both careful and mindful of how much space you have. More than most scenarios it pays to plan ahead on what you plan to build where (an example of this is building medical tents in an area one 'square' wider and longer than they need, so when I get infirmaries they can be placed down in the same location and neatly replace the tent).
I've always made a point to put housing in it's own, ever growing, wedge. That way I need less other buildings (i.e. fighting pits and churches/towers) to keep everyone happy so I have more room for even more buildings. Also try to keep a very close eye on how many new houses you need when more people turn up.
