No. Like almost any other building the Propaganda Centre's working hours is a typical 10 hour shift. Its function is to gather intel on people's mood and inform you of potential protests.
Delivering news bulletin's is one of their duties but for the building, it's an ability. Which means it's not constantly functioning. One you use manually. This ability has a cooldown of 2 days and the price is 10 units of wood.
The events of Frostpunk occur in an alternative timeline sometime after the late 1880s and since their technology heavily relies on steam, I imagine the Propaganda Center uses a steam powered rotary printing press to print their news bulletin on paper.
Edit: Then once it's hot of the press, they only need to deliver it to each house. Thankfully, the price doesn't increase no matter how many houses you've built.

But that second part is what i'm trying to get at, there seems to be a disconnect between gameplay and reality - it wouldn't make sense for the building to consume wood to keep hope up so that is contained in a ability (gameplay wise), even though It look and sounds like it's printing flyers 24/7 (which is what I understand reading everything about it on the wiki and playing with it).

News have never really been unbiased. It has always been skewed towards one side or another. The closest you might get is after WW2 in the USA up to around the 60's or so. Back then laws forced media outlets to give airtime to both political sides, at least to a degree.
If you were CNN and very left wing. You may be forced to give around 10-20% airtime to the right wing in your broadcasting.
The way broadcasters solved this was by simply having 100% unbiased news that never really questioned any side, but brought up all arguments from both sides.
However because of McCarthyism, these broadcasters started to feel guilty. Like they were involved in all of it. They thought so because they never challenged Joseph McCarthy but allowed him to present his case. Ever since then, news have never been unbiased. It is curated speech trying to inform you what you should think based on the morality of news editor. And because of how successful the USA is, the rest of the western world adopt the same style as the US does.
These people want to prevent a new Second Red Scare by controlling your opinions by simply refusing to give you the facts and information you need to make an informed decision. This is why modern news is propagnda. They all lie to you by withholding information they don't think you need. If I read the news in my country (not from the US), all I can read is how much of a pure demon Trump is. How everyone loves Kamala Harris. That Isreal are all evil, and ofc that we shouldn't coddle Isreal as much as we do. I have yet in my life seen a single news outlet having a single pro-Isreal article, but I see pro-Palestine and Hamas articles almost every single day.
If you want to know how a propaganda center works. Just look to your own local news paper. It works just like they do.
That's not... bro, I'm asking if they use paper or not. The idea that the propaganda center is giving people hope by putting a spin on everything while not outright lying is likely but I'm talking about the logistics and the materials. And I'm not talking about real life right now.
