No food in On the Edge scenario?
The scenario description says i need to rely on New London, but they never send me food. They sent me only the first time i asked, after that they said "can't afford it, then they started lying about"send us shipments and we will send food" but after sending 4 shipment they sent nothing other than the first time i asked and everyone started starving.

I don't understand why there is no way to get food in this scenario and why the scenario description lies about New London sending food, is that part of the scenario unexpected story of being betrayed because that's not clear they should at least have a dialogue that explains it, or its a bug and how to find more food? Why the game gives you no building to make more?

Because in this scenario, your survival is dependent on working with other settlements and vice versa. Explore the frostlands, find the settlements, establish good rapport and trade with them. That's the challenge of On the Edge - co-survival. There's a reason why New London becomes unreliable for shipments, if you don't know, you haven't reached that point of knowing.

So it's not a bug if they say "we will send you food after each shipment" but they don't?

No, it's not a bug. New London set up that outpost to begin with and they intended to supply it, otherwise the expansion would fail and worsen their chances of survival. However, spoiler alert. the survival part is an issue. You'll see.

Except I died from Starvation before even seeing anything, it was just so confusing as i had no idea how to get food.

You need to explore the frostland with your scouts to find another source of food.
If you ask New London they will send youa little food at first, will enable a food law and only send food against shipment later untill it's no more viable.

Are you sure its not a bug? Because i started a new game and received like 10 shipments of food. The first time i played it i only received exactly 1 shipment when i asked for it and never again.

The first time you ask them for food they will send you some. They will also send you some automatically around midnight every night for a short while. After you ask for food the first time, wait til your relationship with them is high and you can ask again. This time they will not actually send you food and will instead pass a food law for you which randomly gives you either soup or sawdust meals.

That's the last time you can ask for food. Alternatively you can wait and pass the law you want yourself but that means no food law until you gain the ability to pass your own laws which takes awhile. Without full control of your food supply I would argue that sawdust meals are better for this scenario but soup works fine as well.

After a small number of food shipments they will reduce the amount they send you each day and shortly there after they will stop sending food entirely except in exchange for a shipment of steel/cores. This is around the time your people will realize they need an alternate source of food, at which point the Southern part of the map will expand and you can explore your way to Hot Springs. This is now your main source of food.

You can explore other areas around the map and find a little bit of extra food as well, but if you're playing on any of the harder levels you don't really want to find any additional people until you've established trade with Hot Springs or you'll run out of food and have people starving to death.

You do need to send 1 shipment home or you will lose the game, but that's the 1 and only shipment you ever need to send them. You can send more if you want for additional food but you don't need to. It's generally better to cut ties with them and focus on Hot Springs instead.

the reason you don't have food buildings is the mission makes it so your co-dependent on the other settlements you find to survive you have a dwindling amount of wood and you get shipments of food in exchange for steel n cores and you also have an infinite source of coal and steel and finally cores but the in lore reason is the area you are settled on is a mountain so no hothouses will work on stone/rock and the hunters can't find animals this high up so they wouldn't function either and the factory will be able to produce automatons but they won't work for long because you have no generator or steam hubs to refuel at

New London are now being run by incompetent fools that have allowed the food supply to slowly but surely fail. Find the settlement Hot Springs in the Frostland that supply food and then you can breakaway from New London's rule and pick your own laws.

That senario is built on the idea that you have a deal with New London. They send you food, you send them Steel. However, New London is collapsing and can't send food. When you find someone who can provide food, New London do not want you to have any contact with them so all food go to them. They will still not send you food.

So you rebel. Your job is to make allies with other groups. You have infinite steel and they have other resources. You have to do as much of this as possible until New London retaliates for your rebelion.
