At first, it takes a lot of workforce to get the necessary rations for your pop.
You should build another hunter's hut right away and chose a food law, soup or sawdust.
Later on you should upgrade your hunters in the tech tree.
There is another building for food but it require a rare ressource, a steam core. I recommend you don't upgrade both tech because research time is precious. Actually, laws and tech are the key to surviving the cold.
On Easy level your people will become hungry every 4 days, on Medium every 3 days, on Hard every 2 days and on Extreme every day. So depending on the level you are playing on you should control how often your people need to go to the Cookhouse to quench their hunger.
Your people will tend to eat every single day unless you stop them from doing so. To close the Cookhouse attempt to dismantle it and immediately pause the action. To open the Cookhouse cancel the dismantle process. You can also select those that are hungry to stop working and go to the cookhouse whilst everyone else that are not hungry are at work (that includes your medics that are hungry and need to feed).
Note: Starving people will consume 2 rations or 2 raw food instead of 1 food ration when hungry, so it is imperative that you don't allow your people to become starving or they will gobble up your raw food (if you don't have rations available) before you've had a chance to convert it to rations, they'll do so even if you have closed the cookhouse if you have the in-game food consumption bug.
