Note: Two of the engineers out of five that are employed as medical staff in a medical post are off duty and available to construct roads whilst everyone else are working during the day shift. You can make good use of them rather than have them sitting around been idle.
So it is mostly a choice of what you don´t need elsewhere (particulary engineers which are needed in medical and research) and if you use child labour you should probably only ever use child labour on safe jobs (Gathering Post, Resource Pile, Hothouse, Cookhouse and House of Healing), on other jobs they can die.
What child labour all jobs opens up is the ability for them to build roads and construct buildings as well as work in dangerous places. Remember you don't have to employ children in dangerous places just because you have passed the law to allow them to do so. The children can free up the adults to do those jobs and you can make use of their labour as you said in safe job places as well as construct roads and buildings, equivalent to a team of unemployed workers.
Of course you will suffer an increased discontent and a fall in hope if you ever use the children in that way instead of having them as apprentices in medical facilities or workshops and miss out on an initial hope gain. It's your choice as the boss.
Edit: If you do have the children as apprentices then they will be able to assist in healing the sick or enhance your research between 11:00 and 18:00, but you will have to build the child shelters that take up room in your city. If you use them in child labour laws instead then their homes are all that is required.
Also I think you get the apprentices/engineers bonus even with only 1 shelter.
It´s just the hope bonus that requires all children housed. And it´s not even a daily hope bonus as far as I remember, just a flat bonus. Still very strong in A New Home though.
