The download size does not equate to the hard drive space used. They're updating a small amount of data inside a large file. This download overwrites existing files on your drive.
People are still using HDDs in 2022?
It's long past the time that Steam should have been working on a delta patcher, instead of just replacing entire files from games whole.
Somehow the main campaign doesn't work anymore. The first mission "People from our Convoy" does not start and you get stuck at the "Refugees from the Frostland" mission. This happened to me after this update, before that, everything ran smoothly
Edit: So I did a small amount of digging and it looks like Steam does NOT do patching. It does a pak system and it will download 1mb chunks that may have changed in the modified pak file.

Update: I found frostpunk was running in containment mode from comodo internet security, obviously the program has issues with the way frostpunk handles 'online features'. Weirdly the game always ran fine before, with some audio issues and a single unexplained crash, but now it wouldnt launch at all. Anyway, If anyone else has an issue check your firewall.
About the update:
1. It's entirely free and we just wanted to make it absolutely clear. It does not imply that we're about to swarm this game or any other current or upcoming game with microtransactions.
We're both a video game developer and a publisher. Since you like one of our titles, you just might enjoy others as well. 2. Yes, the update size is over 1GB. The reason for it is that game assets are stored in bundles, not individually. That requires updating the whole asset bundle, hence the update size. It doesn't mean that the building itself is over 1GB or that we're adding anything extra on your PC other than this Frostpunk update.
3. The building is cosmetic only. Because of how it’s shared and that it’s currently available only on Steam we just believe it is the best for it to be that way.
4. It’s only available upon starting a new game because otherwise it could’ve messed up your previous endless run saves.
5. We’re aware of the issues some of you have reported and a fix is on the way.

The latest update will address the following issues:
The intro panel in a New Home scenario is visible again.
The refugees counter is now working properly.
If you've stared a new game in this scenario after the yesterday's update you'll need to start a new game after this update. Sorry about the inconvenience!
