So that could be any number of things. It takes the people awhile to build the street; its given priority so some people may leave their current task to go do it but it does take time. Also make sure its actually connected to your grid, sometimes especially as you go further out from the generator, you can have a slight gap between the building and the street.
As for how you lay out your street grid. Not every building has to have a street running straight back to the generator. As long as it somehow connects through other streets to the generator you can lay the streets out as you see fit.
Example: A Medical Post has 3 medics on duty two are idle and available to build roads. Additional medical posts equal additional road builders.
After or before working hours everyone else can help to build roads.
Hadn't noticed that myself. Do you know if its the same with the food house? Those two buildings I always feel are necessary and yet a waste of full man power.
Cookhouse staff can also help to build roads after their shift just like everyone else. If you remove them from work duty to go build roads prematurely then the cookhouse efficiency drops because the cookhouse staff are not working on a shift rota system like the medics where three are active and two are off duty at all times.
Note: Unemployed people have idle hands and are always available to build roads, they do not affect the efficiency of workplaces. Sometimes it pays to have a team of them help out the idle medics on big road projects.
