Report a translation problem
First of all, make absolutely sure that your game is installed properly. Verify game cache files.
I love playing on the Flats map and the game works just fine with ~700 citizens, so your claim that once the game reaches 300, the AI stops working, is dubious. It is more likely that there is something about your city layout that makes it impossible for the people to reach the workplaces. Is it possible there are not enough streets, or not enough heat on the path to the workplace? Are they falling sick mid-walk and going to a medical post/infirmary?

But honestly I think this game is not build for population higher than 300. At some point it feels more like Sim City while loosing alot of its survival atmosphere.
