It provides a method of creating large amounts of hope through a little bit of wood usage. It takes 10 engineers, which is pretty expensive, but Order very much needs lots of people anyway for the watchtowers.
It does, however, come with a single scripted event death should you build it.

I'm a big fan, especially in games tending towards high population and low hope.

ok. So in general, should you go order if you have high discontent when you discover winterhome? because i'm having difficulty finding uses for order other than discontent nullification and foreman

Order gets Guard Towers sooner than Faith gets Faith Keepers, which lets you improve some event outcomes. Guard Towers can also have heaters activated in them, which makes working in them better than sitting at home during the storm. Prisons are a lot more effective at rapidly dealing with Londoners than the Temple is, and can also use heaters, making prison warmer than homes (although, last I knew, prisoners wouldn't receive medical care).

The biggest downsides of Order are that Watch/Guard Towers require staff, and that the Agitator comes later and is worse than Shrines (and also comes after the Propaganda Center, which has a scripted death associated with it)

ok. is it possible to get rid of londoners without going past guard stations? when i saw someone play on order, londoners stayed at 14 the entire time, while when i play they immediately shoot up to 27. Could this be because they had more guard stations than me?

Londoner count goes up or down based on your Hope. Raise it and fewer will join them, and high enough they'll start sticking around. Patrol will, of course, be of great help with that.

Patrol is OP. was enough for me on hard. just use it everyday and a propaganda center/prison shouldn't be needed.

watch tower and guard tower bonus also stacks, so early on you can build both to get a extra hope.

another good idea is to take some adaptation law that gives hope just before you scout winterhome. e.g. cemetery or care house. the law cooldown will reset from the londoner event, and then you can immediately get some hope for fulfilling an easy promise.

Whatever path I choose I always fastrack the propaganda center or the temple cause it is the quickest way the get the Londerers under control. Pretty much a must if playing survival mode.

ok. so, does discontent affect whether the londoners gain more followers or not? Also, didn't know the law cooldown reset after winterhome.

Let them have all the say they want as long as you get to have the last word that will reduce the numbers of Londoners immensely. You have the power to influence and should use it.

Specifically, it forces you to pass the first law in either Faith or Order, regardless of law cooldown.

Another tip is to generally avoid things that give Hope prior to discovering the fate of Winterhome, as you lose nearly all of your Hope when you do. Those things can be used to give you Hope afterwards instead of being almost entirely irrelevant. Conversely, this also means that Hope-reducing things, like Corpse Disposal, can be used prior to finding it as the penalty will mostly be erased.

The londoners gain/loose followers daily based on the current hope level. However if your city also has high discontent it will roll the "Londoners pray on discontent" event. They'll essentially gain another dose of extra followers. The higher the discontent the more people will join them each time. You can use your guards/faith keepers to chase the speaker away but a few will still join, oh and your guard will die.

People must be told, repeatedly, that we survive every day thanks to the Order.

Propaganda center is not need (except The Fall of Winterhome). It do 8 kills:

1 suicide for poet
7 workers on the steel factory

Without propaganda center you do not have a deaths.

I don't know if other people have mentioned it But heres the strenghts of both order and faith if you don't cross the line

Order- Lowers discontent through gaurd towers and increases hope. its also good at increasing motivation through things like the worker meetings or the propoganda center. If you are all set in terms of food or medical posts this is the go to choice.

Faith- While this can lower discontent it is a hell of a lot worse at it. In return faith is excellent at keeping your peoples hope up, them healthy as well as warm. Faith comes with a far cheaper and larger medical post with better heating meaning you can keep your people less sick. The chapels and masses drastically increase hope and things like the food kitchen in exchange for rations can increase heating at work places.

If you cross the line both are great a beating discontent out of your workers ;)
