Try to please the settlements even if they are going for dumb solutions and in the end they will help you with London.
You will need lots of steel, so upgrades your steel mine first. Upgrade everything except the Tier 5 upgrade (upgrade it if you have spare resources).
Don't be afraid to use overtime on steel mine. About two workers will die but you make everyone else happy.
You should have enough labour force and coal. Excess labour force requires more food, so send them away as soon as other settlement request them. For coal, build a coal thumper and a harvest station should be good enough.
Don't forget that people will prioritise building roads over buildings and both over working at their assigned workplace. Building after work hours is more efficient and recommended wherever and whenever possible unless absolutely necessary.
At 08:00 hrs build your first workshop with 10x engineers, research heating immediately once built, everyone else collect wood (5x engineers reassign to wood once workshop is built) and the steel pile blocking your path to the Army Warehouse. Even with 65 people on extreme level you will be able to gather enough to build 2x medical posts and all housing for your people (7x tents) on the first evening and possibly a gathering post.
Wood and steel will be a major supply issue for buildings and research but food is your main priority throughout. Upgrading the Army Warehouse to be the most efficient as soon as possible is also advised.
Control when your people get to eat by closing the cookhouse down when not producing and don't be too afraid to let your people to mount up as hungry, but never allow them to become starving or they will consume twice as many rations and begin to go through the raw food before you've had the opportunity to covert that into rations too.
