Report a translation problem
Tried to remap mouse wheel on my keyboard, same result more or less, a bit less quick to spin lol. So, not hardware related, but software.
And as we can't remap the key in the game... I don't know.
Got Logitech pro wireless as mouse & g915 as keyboard.

Playing on pc, via Xbox Application (in game pass)
i think its Q and R on your keyboard that also rotate your camera ?
Yes those keys do rotate the camera "fine" but, doesn't rotate building :(
oh.. well, i only use mousewheel to rotate buildings not camera view/angle.
alternatively if its the building you want to rotate, click on the bottom of the building then click 90 or 180 buttons. bit more cumbersome, but its doable.
The bug is gone on the Steam version.
I guess the Xbox Game pass version is not the same / not up to date.
That's a bit sad. but I loved so much the game on Xbox (when game pass was not a thing), I'm happy to buy it again with DLCs now.
