WTF is wrong with Resource Depots.
Why won't my workers or automaton fill the depot?

I have a Coal Thumper with 10 workers. The coal pile has 15 workers and is over flowing with 500 units of coal. I have two depots for coal and one depot for wood.

I have less than 100 units of coal and my generator shuts down every night raising discontent.

WTF do I need to do?

All Resource Depots do is extend your maximum storage capacity for the selected resources.
The Generator keeps shutting down at night because your coal income isn't high enough to go through the night since people stop working to go home.

Coal Thumpers don't directly collect coal. All they do is create coal piles for your people to gather. In this case, I recommend you put two Gathering Posts near the Coal Thumper and take the workers off the coal pile. They'll be more efficient and be warmer working in Gathering Posts.

You can also build a Coal Mine which is much less labour intensive but requires a Steam Core to build.
Just keep in mind that your coal consumption increases at higher Generator Steam Levels and Ranges, so plan more coal income accordingly.

1 coal thumper requires 2 gathering posts for max efficiency.
1 steam coal thumper requires 4.
You should not be gathering pile by hand under -30°c or you ll get a ton of sick workers and it's slower than a gathering post.

Also look the production menu to see how much coal you produce and how much you use every day.

Coal pile beside the Coal Thumper had 15 workers, removed Workers and placed the Automaton on the Coal Pile (removed from Steel Mill).
There is a Steam Hub beside the Coal Pile (Steam hub also heats Child Shelter, Coal Thumper, Hothouse, and Care House, plus the two Depots.
Two Resource Depots are built beside the Coal Thumper and inside the Steam Hum radius.

The Coal Pile has 500 units of Coal.

The workers are not filling the Resource Depots. The Automaton will not fill the Resource Depots.

I have 500 units of coal in the coal pile and my Generator is not getting enough coal from the Gathering Place to run all night at -40.

It is Day 16 and I am failing the scenario because no matter if I assign workers or automaton to the Coal Pile this is not being removed to the Resource Depot.

They will put coal into the Gathering Place and I had to build a Resource Depot for Wood to make room in the Gathering Place for coal.

The Workers and the Automaton both will not remove Coal from the Coal pile beside the Coal Thumper to the Resource Depot. They will to the Gathering Place if that is not filled with wood or metal.

Coal Thumper has 10 workers.
Coal Pile has the Automaton
There is two empty Resource Depots selected for Coal on the same street and touching the Coal Pile.

I was using the Automaton at the Steel Mill, but with no Coal being delivered and the Generator Shutting down I moved it to the Coal Pile. Still nothing delivered to either Resource Depot.

Is this intentional in the Londoners scenario? I am at Day 16.

You need Gathering Posts, not resource depots
Gathering posts have better collection rate than simply manning the pile itself. You need multiple filled gathering posts to gather the coal that a thumper produces efficiently. Otherwise it produces coal faster than you can gather it which is why it says it's always full.
It doesn't matter if the resource depots are in range of the pile or the mine or whatever, it affects nothing.

A coal pile can only have 15 people work it. A gathering post only needs 10 and will (once staffed) gather from any resource pile nearby. One thumper makes enough coal for two gathering posts to keep up with.
The posts also let you gather more from the coal than if you place people on the piles directly. In effect letting you gather more coal with less people while also keeping them warmer so they get sick (and can't work in the first place) less.
Take those people off of the pile and build them some posts for them to work in. You will see far more coal brought in per day as you get more from one post staffed by 10 people than you get from 15 people taking from the pile directly.

Depots don't matter where you build them, if they are needed to hold more resources than there is default room for then they will hold more of that ever they were set to when they are needed.
They also don't need to be heated as no one works in them.
All they do is hold resources, they have no effect on how well they get gathered in the first place.

Update.
Dismantled both Resource Depots.
Built one Gathering Post beside the Thumper with 10 workers.
Built One Resource Depot beside the Gathering Post.
Kept 15 workers on the Coal Pile.
Made it through a few days with less than 20 coal at start of work time.
Built a Coal mine and moved the Automaton to there.
Still only 20 coal when the Work Shift begins.
Resource Depot for wood works.
Resource Depot for Rations works.
Day 28 build a second Coal Mine
Day 29 500 coal in storage.

Ok, Good to know finally that Coal from the Thumper or the Coal Mine doesn't go to the Resource Depot. Coal has to go from source to gathering post.

This is only true about Coal. Wood and Food go directly to a Depot; and Coal does not.

No, everything goes straight to storage. You should build another gathering post near the thumper instead.

Only coal thumpers need gathering posts because they create piles of coal. Every other building sends resources directly to storage.

I think you may be a bit confused as to how gathering works.

Coal Thumpers produce coal piles. You then need to gather coal from the coal piles. You can do that either by placing workers directly onto the coal pile or by building a Gathering Post near the coal pile and putting workers in it. The two are not mutually exclusive - you can both have workers on the coal pile and in the Gathering Post. Although that might not be a good idea - as others have noted, Gathering Posts gather coal more quickly than workers working directly on a coal pile, plus they need fewer workers, and are warmer.

All materials that you gather, coal included, go directly into your storage. You have a certain amount of starting storage from the storage depot next to your generator. Resource Depots and Large Resource Depots increase the maximum amount of materials that you can store. They can be built anywhere on the map and do not need to be near anything. They just need a road connection to the generator, like any other building. Actually, it often makes sense to build them out of the way, because they don't even need to be heated, so it's a waste of heated space to put them in the range of steam hubs.

Coal does go to depots the same as food, steel and wood. It's just that if it comes from a thumper you need gathering posts to, well, be gathered up first.

Depots (large and small) are mostly just for when the default storage has run out of room but you want to be able to store even more.
