I disagree. Gathering resources and building generator parts are the most important parts of the scenario; actual construction of the generator can be sped up later once these first 2 are settled.
I do a similar thing to you but only build two docks (one dedicated to steel prioritised and the second initially to steel but then switched to wood/coal alternating between them as and when those resources are required) and two fishing harbours.
So I get the advanced reloading stations as quick as possible on the dedicated steel dock and then slowly do the same for the secondary dock, 18 steam cores in total. Once I have enough stored steel/wood/coal I then dismantle the docks and have four advanced fishing harbours just for the fun of collect raw food before the sea freezes over.
How long does that pile last if you have up two or more of the cooling stations? Ive got 4 gathering stations set on it now and it seems like it might last forever. I need to do the math on it.
So food becomes a problem later on? RIght now I am building the pipe going down the shaft, so I guess I have a long way to go. I am 20 hours ahead of schedule, so guess I am doing ok. This is my first playthrough.
