Base game or GOTY?

GOTY is 3x the cost of the base game. Is it really worth it? Or is the base game enough?

The GOTY includes all three of the DLC's, including the soon to be released one, plus digital artbook and soundtrack. It's a good deal right now in the sale.
If you are considering getting the DLC's then, you could just buy the basegame and wait until they go on sale in the future or get the GOTY now and save over 50%.

If you love story driven gameplay? Go GOTY for sure. Both DLCs offer good additional gameplay, and excellent replayability to try and really succeed for the story aspect especially since even if you win, rarely do you feel like you actually won first time.

Winterhome is a very challenging and engaging story that plays way different from the base game one.

I think this particular game is special in the fact that it is one of those games that (for me anyway) you come back to and play again and again after newer games come out and get old and boring, you find yourself back at frostpunk again, and they do keep bringing out new content. Based on that I do think the GOTY is worth it, and I even upgraded to it after initially just buying the regular version because I enjoy when I come back from a break in playing that there is new content.
