You can pause freely do what you want than resume to watch the results and pause when ever you want to change stuff and build. You wont lose anything placing and removing stuff when paused.
The games core is within the roleplaying element as its a story driven game unlike rts games like eg starcraft 2 that are driven by there combat. There is no combat so being turn based or rts is really a moot point as only one faction.
There is a rts mode (survivor) where pauses are turned of but even than its not real time as many elements still pause the game unlike rts games that have no pauses period.
No combat but ressources management (coal, wood, iron, food and most importantly people and heat can be seen as ressources)
