Last Autumn Bug: Amputees not using Care House
I have encountered this bug several times while trying to get the "Arise Ye Workers" Achievement. I'll have Engineers become amputees but not go into the care house, they go to live at the tents, and the care house is empty but says there are people waiting for a space. I have signed the Medical Repatriation law in the hopes of making them leave my city, but I can't repatriate them if they're not in the care house. I have tried building a 2nd care house, dismantling and rebuilding the care house, turning off the tents until they were homeless, and saving and reloading my game, but nothing got them into the care house.

It seems to trigger when they are made amputees via a workplace accident, but not every workplace accident triggers this behavior. I had a group of 3 engineers refuse to use the care house in one play through, and then there's this group of 11. Oddly, this last time, I got a notification that 12 people became amputees, but there were only 11 employed at the shop. All 11 became amputees and refused to use the care house.

I don't know if it's related, but I had a similar event where 8 people were employed, and the notification that 12 people became amputees popped up, but only 8 people actually became amputees. Those 8 people used the care house at that time.

I think I've seen that before. If you send them back, I think it will send the amputees un tents as well if that's your goal.

I did try that on the group of 3 and it didn't work. At that time I had more than 20 people that were gravely ill or amputees, so I thought if I sent all the amputees back I'd have room for the ill people, but those 3 still remained. I thought maybe the repatriation only worked on people actually in the care house (i.e. not in treatment, not waiting for a place.) Maybe I've misinterpreted it? (although future attempts to send them home also didn't work.)

I haven't tried sending home this new group of 11.

Update: Repatriating them did send them home, even though they weren't in the care house. I have no idea why it didn't work the first time, but it did now! Thanks!
