Cutscene Stuttering / Sound Lag (Fix)
If you find yourself unable to watch any of the cutscenes / videos in the game due to video lag or sound stuttering: Avoid opening the game through Steam. Go into the games root directory (Steam -> Steamapps -> Common -> Frostpunk) and launch the game with it's .exe file selecting "Run as Administrator."

This fixed all the issues I had.

(Just posting this for people trying to Google this problem months / years from now.)

I tried to run the program direct and nothing happens (both normal user and as administrator).

I tracked down the cause of the problem (Windows 10): open sound control panel, select your audio device, click properties, go to the "Advanced" tab, and down in the "Signal Enhancements" section, disable "Enable audio enhancements". I changed a bunch of other settings without any improvement; that one on its own fixed the issue for me.
A bit of a necro; but none of the fixes worked for me except for the following one:

Disable Windows Sonic for Headphones (Spatial sound setting thing) if you have it enabled.
I also had vsync enabled (Not sure if that mattered since it was enabled prior to me disabling Windows Sonic for Headphones).

Hope it helps anyone who comes across the same issue!

The game ran fine the first time, so I'm not sure why the problem started.

I was starting to get seriously confused, especially considering it was only happening on Last Autumn's beginning cutscene. New Dawn Cutscenes worked fine...
Actually none of the above mentioned worked for me!

which actually addresses the problem! If your system works with Nahimic, go to Services and stop the service! This will solve the problem!

Thanks, that helped me. Not sure what this option does though. Should i turn it back on when i'm done with frostpunk or it doesn't really matter?

It adds some surround sound / 3D effects to your audio. Might be useful in some games, but if you don't notice the difference and don't play shooters / games where spatial audio matters it doesn't matter much.
Thanks for explanation. Seems like it's better to turn it back on when not playing frospunk.

Thankyou This Really Helped me Just Got The Game and That audio stuttering was Unbearable.
My sound device already had, "Signal Enhancements" sic. checked off so that wasn't it for me. Also tried with and without spacial sound, et al.

After trying a number of other suggestions I changed my display settings from 120Hz refresh rate to 60Hz and that fixed the problem for me.

Right Click on desktop -> Display Settings -> Advanced Display Settings -> Display Adapter Properties... -> List All Modes -> Choose your desired screen resolution & color depth @ ****60Hz**** -> Apply

No issues in cut scenes now. I have V-Sync enabled but I don't know if that matters or not.
