How do you load Automaton Scout with cargo

(minor spoilers for The Arks scenario)

I'm to the point in the scenario where you're supposed to send 600 Wood and Steel over to New Manchester. I built an Automaton Scout, and waited until I had the resources stockpiled, but I can't figure out how to load the cargo. If I send him toward the other city it just says "you have no cargo." I didn't notice this the first time, and sent him on a 14-hour trip empty -- decided to load the last autosave and try again.

YOu don't need automaton scouts for that you send those ressources to new Manchester through the beacon, there should be an option available to send the ressources.

This threw me for a loop the first time too. It's done from the Beacon. There should be an arrow next to the Scout. This lets you rotate through the options for creating the scout -- It will change to first the Automoton Scout (if you've researched it), then to the Manchester Aid Convoy. That third one is what you need.
