First two storms - this is only beginning ;)
I'm already pretty much autosuficient, i don't have to do pretty much anything already, i'm just going for the achievements now, eventually i might get to 700 people, 20 automatons and the full archive, but i've already got the 75 days without automatons one and the plan B (by the time i'm writing this i have 40k coal and 12k food)
Easy, my plan when i start playing:
1. Build tech building as much possible with the starting resources (In serenity can build 3) - start research exploration.
2. Create your first scout team - save the game!
3. Explore before the first storm hit.
4. Reload the save => created the first team - go position where can find survivor.
5. If you do everything good (~ your city not dying :D) after the first storm save the game!
6. Start exploring /do explore research/create third scout team.
7 Remember where can find survivor before the second storm hit.
8. Reload the save => after the first storm - go position where can find survivor.
9. Profit :D

I have one save game in Crags where I have s total population of 767 and another game in Crater where I have 766 population.
Please if anyone has a larger population I would like to know! I read a post where someone had 900 population; but I have yet to figure out how they did it.
I have found a maximum of three smaller groups of survivors and one storm shelter (large group of survivors) before the first storm and three small groups of survivors and two storm shelters before the second storm falls. After the second storm no new survivors can be located.
I rush scouts from the very beginning of the game. If everything goes well I should have the two additional scout techs researched and the two scout speed techs researched before the first storm. The only other techs I research before getting all scouting techs are bunkhouses, heaters, and hothouses. If you use child engineers and rush shrines or propoganda speekers at the very beginning and ensure your workshops are covered by them this isn't too hard to do. You will also have time to research the techs vital to surviving the first storm without losses.
I have never fully scouted the map before the first storm (I'm not sure if its possible), so its possible that there is a couple of smaller groups of survivors that I haven't found.
Basically if you are stuck with a small group of people for three storms or more then you have all the people that particular play-through will allow. As none can be found after the second storm!
I really wish I could keep expanding the city until I ran out of room, this isn't truly an endless mode as I get bored with the playthrough at around day 50, there is nothing left to do except find useless and uninteresting relics and build resource depots.

Additional survivor groups don't spawn once your population crosses 600. This is a protection of the game engine.
You'd have to "dip" below 600.
The trick to getting to ~900 is to find the two Storm Shelters but keep them there, then use normal discoveries of smaller groups to pump your population to close to 600, and then collect the people from the two Storm Shelters.
