Sending supplies to safely recover relics?

I am confused how to send supplies to the relics so that you can safely aquire them, even if the scout group has the required supplies on hand from scouting other areas it is still unable to be used there. Normally I would have used an outpost for this, but that tech is missing from the tree and is therefore unable to be used either. Am I missing something, or is this a bug of some kind?

you don't need to send supplies you need to have it in storage, then pick explore the safeway.

if you have like 500/500 on your city and requires 200/200 it will just *teleport* from point A to B
