Check your research tree to see if you have a 4th branch. It appears during an event right after the temperature starts to drop, where the game announces that shipments will be ending on a certain day, and that you'll be evacuated. The popup says something like "An engineer approaches you with some ideas".
I started a new game and this time a new research tab comes to me in 27th day.
IIRC Braziers max out at increasing heat by two levels (+20 C). Add in tent insulation of one level? Yeah, at -50 C you have to have the temperature go up to -40 C to reach liveable. Also like steam hubs the heat bonus doesn't overlap, you just get the best value if more than one applies.
I got out before the snow fell, so I don't know if the heat varies of just keeps going down.
The Engineers get upset if the common laborers have as good housing.
OTOH I can see the in universe logic of only tents. Six to seven weeks is scheduled to build the generators so why waste the resources and shipping on very temporary housing? Sending some poles and canvas for tents, or even just the canvas, is a cheaper option and leaves more room for supplies to build the generator.
Ironically the penal colony has better insulation than the tents...
