This is why people left in the first place.
Would've been interesing if, in a playthrough where you aren't able to stop the Londoners from leaving (but give them supplies for the journey), they came back with the Refugee waves. Would be a nice call-back to the previous in-game crisis. It certainly makes more sense than a dude bringing his daughter back to the city in -120 C weather because you gave him 10 food rations...
Also, my dude died. This helped save rations.
