Better than mines?
On a "per steam core" basis they are (max upgrades) better than max upgraded coal mines but come at the cost of massive amounts of wood. Bottom line is that if you can supply a sustainable source of wood (ie wall drills not saw mills) and have the resources to power wood + kiln production then this would be optimal for coal output, especially if you don't have steam cores.
For coal I'd say it goes like this:
1. Plenty of steam cores, low manpower = Coal Mines
2. Plenty of wood, low steam cores = Kilns
3. Plenty of manpower, low steam cores and wood = Thumpers/Gatherers.
OP/Overpowered and game-changing though? No. Just a tradeoff of higher coal production rate at the cost of wood consumption.
