-Hunters' Hut/Hanger (it's not their actualy "workplace")
-Snowpit (In fact, it's a Very Bad Thing if that goes in the heat zone)
-Resource Depot (For some reason, no one actually needs to lug the supplies from where it's stored).
-Beacon (Again, not an actual workplace)
-Outpost Depot (Ditto)
-Any workplace that's being worked by an Automaton
In theory, folks can get sick while visiting the cemetary outside the Heat Zone (especially if you pass the "Ceremonial Funerals" law), but to be honest, it's such short exposure that I usually stick it in a far-off corner of the base with the rest of the Resource Depots (which you'll need a LOT of).
Cookhouses don`t need heat to give out food, only to produce it.
Beacon and outposts don`t need heat. hunters and churches don`t need heat.
It is still debatable if you need to heat people (paths) while they move. So can`t say about cemetery - you probably shouldn`t choose it anyway. Learn the game and don`t let people die in bulk. Occasional death won`t matter much. On the other hand corpse disposal gives access to organ transplant, that can actually help you prevent deaths.
I do think Fighting arenas don`t need heat, and they should be similar to cemetery.
The City Must Survive, the people don't have to.
