what's the best tech and laws for the start of the game?

From a normal difficulty point of view i would say law: child labour or 24h shift to increase your workforce and tech: sawmill for wood (more tech and buildings) and then better gathering and food efficiency. After this either Coal Thumper if you need coal or the signalstaion if you want to try your "luck" with the souts to gather more manpower.

Techs: Beacon because exploration is the most important. Later improve gathering resources and hunters. Sawmill and steam hubs.
Laws: 24h shift for developing techs, because techs are the most important too. Child labour, extended shift and soup in survival

But in refugees scenario, child labour is better than 24h shift.

If you're playing hard I think steamhubs are a bad idea. I did pretty well with a heater only start and instead rushed bunkhouses which helps you survive without using enormous amounts of coal. Even if you're playing normal itl'll save you coal but by the end of the game you'll be drowning in it. As far as laws go I usually go for soup first, then extended shift, then engineer apprentices. Devote as many engineers to workshops as you can meaning early game 2 workshops and when you start getting an influx of people go up to 4. Finally ideally you want to aim for a completely autonomous city but I always devote my first automatons to coal gathering on mines and if I'm in between automatons workers on thumpers.

RedRic, if you are new to this awesome game, I give you two tips: first, enjoy it, do not get frustrated, do not worry if you make mistakes, it's normal, and the second, learn from your mistakes, think why something you did did not work and never think that the game is unfair. Just beat my first survival game on new home, and I had went sawmills then beacon as I ran out of wood very fast. The coal piles lasted quite awhile and I was able to get a coal mine and skipped the Coal Thumper. Scouts are needed quite early but If I got them before the sawmill, i would run out of wood for new housing, so sawmill first gave me some time for wood gathering.

Laws was getting to extended shift then soup. Overcrowding was nice on my two medic posts and I almost never had a sick problem.

I have restarted a few times after failing, even tho I keep failing I am enjoying it. trying to find what works for me
