I did read, and I understand the dilemma but still, a depot isn't very expensive.
You are thinking that the Outpost Team and the Delivery Team are the same thing. They are not. The Outpost Team stays at whatever Outpost they are at. The Delivery Team sends goods.
The Delivery Team can, as of the latest patch, get "stuck" right outside of your city if your Stock for the resource they are delivering is full. This can be bad, but it can also be good, as you will get the resources the moment you have room for them. It can save your butt.
The downside: If you move your Outpost Team while the Delivery Team is waiting outside of your city, they won't start a shipment from the new Outpost until the previous shipment from the previous Outpost gets delivered.
It has its pros and cons. I do, however, suspect it was an intentional change- to avoid receiving nothing if your stock was full, which I like.
So in this case what can i do? if we can't have them go home or drop their deliveries, we will get stuck in this quest. is that what's about to happen?
The resource depots increase your stockpile for a resource and even if you dismantle them or switch to a different resource you still keep the old resources in excess of your new reduced storage limit. Your warehouse has a starting capacity for all resources at a minimum.
Never allow outpost deliveries to be standing idle. Always make sure you have enough resource depots to accommodate the incoming supplies otherwise you are wasting time having an outpost doing nothing and that reflects on your management skills for the impending crisis as poor decision making.
Please, look carefully at how the Outpost teams work:
They bring a HUGE amount of a resource towards the edge of the crater in which your city is, they will unload that resource into the "cargo elevator", and they will invisibly head back. If the cargo elevator cannot take the resource, clearly they are stuck at the cliff and have to wait. Yes, you might argue that the cargo elevator must have its own capacity, yada yada, but you could similarly argue that a Sawmill or a Wall Drill or a Coal Mine should have its own storage capacity. It's an abstraction needed to make the game systems understandable.
It's not a bug or a design flaw; at worst, you could use it as an example of a Ludonarrative dissonance. (Check that expression at TVtropes dot org)
