It's a city builder, with constant pressure, survival by the skin of your teeth, and an excellent story that is very fun (I would stay away from spoilers of any kind). I think of it more as a meta-rpg...you really step into the shoes of a person who is responsible for doing morally questionable things in order to stay alive just one more day in the ice age apocalypse.
You can pause as much as you want, so I wouldn't be put off by RTS. It's not a combat game...though people will cause you trouble, and you may have to deal with them harshly (but it's abstracted except for the end result).
It's also pretty darn good steampunk. Not the stupid "let's put gears on everything and walk around with tophats", but a real industrialized society, where a giant steam furnace is the provider of warmpth and thus survival. There are fantastic elements, but not ridiculous fantasy; very appripirate for a serious game.
And another great draw...oh my, is it beautiful. I wish there was a closer zoom mode so I could get even closer to the slushy boardwalks and lights and sounds of your little haven.
