Report a translation problem
I think this is an attempt by the devs to psych out players: we are supposed to assume that there's a negative consequence when there actually isn't.
As far as I can tell, the Iron Bank location itself is supposed to be the door leading into the Useless Riches location, although thanks to the game's semi-randomized location placement, it's possible to uncover the vault of artwork and scientific equipment before you discover the door to said vault. I guess your scouts found the back way in.
