Vram usage. Is it normal?

The game seems to use all of my vram even on the lowest settings, and doesnt drop down at all.

Is this noraml for it to use all of my gpu ram no matter what setting its on.

So far I've noticed it's fairly heavy on VRAM usage vs physical RAM. Even in the main menu, the GPU usage for me is around 95% with heavy VRAM usage while my physical RAM is coasting along with minimal usage. Doesn't even tax my CPU much... a lot of the game is pretty much heavy in graphical processing.

I'd guess the Devs skimped on optimization... my settings are all maxed out, good FPS, no cooling issues or visual lag or performance drops otherwise...

I have 45-60+ FPS in game with:
CPU i7-3770K 3.5Ghz liquid cooled (turbo'd to 4.0Ghz), GPU EVGA GTX 970SSC 4Gb, 16Gb DDR3 RAM... PSU HX-1050w gold rated... OS on 120Gb SSD, Games on separate 200+Gb SSD (can't remember size lol)... No issues with FPS, max graphics setting on 1920x1080 res on a 60hz monitor.
