People aren't filling houses
Just recently I was preparing for some refugees, there were about 70 and I accidentally overprepared and had 100 empty housing slots but when they arrived in my city they were listed as homeless even though I can see in the economy tab that I have plenty of empty houses.

Has anyone else seen this bug?

How many care houses do you have?

It's a detail, but care houses offer housing spots according to the game, even though they'll refuse healthy refugees.

Otherwise, no. I've never seen this bug before it it isn't caused by you mistaking the availability of your carehouses.

I have 1 care house but I'm sorting the economy tab list by most avaliable bes at the top so under my prison and care house are my normal houses which still have 0/10 beds taken while the homless folks wander around outside thinking "beds are for ♥♥♥♥♥♥♥"

Yeah I ran into that bug. Click on a house, turn it off, then turn it back on. Watch homeless fill up your housing instantly.

I know it's a year and a half later but I found this was caused by building houses for new survivors without considering how many people were in prison at the time, it can hold up to 30 people, when they get released they have no houses to go.

This might be what you're experiencing

Turn the building on and off that sorts it out.

I just encountered the exact same bug, and I don't have any prisons. Turning the building on and off, worked for me as well.
