Can't Get Above 15% Hope
The Winterfall event just happened and hope is pretty much at 0, a day before the event I received the ultimatum to increase hope or else I'll be banished.

I've covered every home with watchtowers, no one's homeless, no one's sick and only 1 person has recently died. The hope bar is literally on the 15% mark but I need the tiniest amount to go above it.

I am on a law cooldown and the event ends in 2 hours 40 minutes. I have no saves to go back on before the event triggered. Please tell me there's something else for me to do.

Ensure all your kids are in a kid shelter? One is rarely enough. Turn off overtimes? High discontent lowers hope too.

Note: Homeless people or illness affects discontent, not Hope.

If you cant sign any new laws then sorry. You are pretty much screwed. What purpose laws did you sign anyways? You must have taken a long time to sign them or picked too many detrimental ones early on to dig a hole like this.

The only bad laws I did were Soup, Child labour, and Emergency Shift. While I did cementary, ceremonial funerals, fighting arena, public house, moonshine, sustain life, and care house.

+1

Time to reload an earlier save, or just scrap the whole thing and start over with what you've learned!

Was this before or after the londoners were involved?

Before, I was just about to call in another law but then a survivor from Winterfall came and I put in the purpose law

Well something you did must have crashed hope to zero at some point. The winterhome event, (Either by finding whats left of it, or passing the 15 day mark, which is slow going) drops hope to all but a sliver. So something you did afterward must have made the glass run over.

Have you unlocked Patrols? Or Morning meetings?
Once you get to the order or faith path, go down it until you reached the point where you beat the mission, and if you need to go back to adapation. the most i ever do on adapation laws, is child medical apprentices, extended hours, (Sometimes i don't even do a cemetry) and Soup!

You did something wrong at the start. Still recoverable, not a big deal.

Just keep playing, unlock more order's stuffs to raise hope.

Cemetery and Child labour is a trap law! Child center and snowpits will benefit you more in the late game. Manpower is useless if you got plenty of automatons in the late game. W/ snowpits will help you w/ food and medicine. Childcenter will help you w/ research or medicine.

Soup isn't bad due to Moonshine, also you need to acitvate soup if you really lack food.

Raising hope is easy in the early game if you optimize the fighting arena make sure all the house is build within the range of fighting arena.

Fighting arenas affect discontent. Not hope.

Hmm.. when I play, hope is never an issue. If you mouse over to the hope bar, it will list all the effects on it. Negatives and positives.
