There is actually no cap. The tutorial shows up to 4, but you can keep building more after at 10% bonus each.
@Malagon, can you confirm it did make it faster for you when you had 6 running over 4?
1 workshop = 100%
2 workshops = 130%
3 workshops = 150%
4 workshops = 160%
5 workshops = 170%
6 workshops = 180%
Maybe it keeps going higher with additional workshops and there is no cap. I don't have time to check that now but you're welcome to test it out.
So, glad I did and wasn't getting diminishing stacking returns. The way I figured it, the engineers are best used for research if you possibly can, use workers for the hard jobs, kids for the easy stuff...but now that I've completed all 3 scenarios on medium, it's time to go do them on hard, so who knows what'll change with my strategy.
