Upgrade Buildings
Like Tents could become Shacks, which are better than Tents in heating, but less effective than Bunkhouses, so we don't have to delete the Tents to make way for Bunkhouses, for instance.

Kind of pointless as bunkhouses ARE the upgrade to your tents.

Why would I bother making my tents a tiny bit better when I can wait all but 3 seconds for the wood/steel and straight up replace them with bunkhouses?

You can build advanced buildings over the beginning buildings. The deconstruction is instant and they start building immediately.

Also, you only pay the difference in resources when upgrading buildings.

If housing had another level of insulation eg shacks, there would be no challenge at the end of the new home scenario.

You actually don't. Building a tent and then building on top of it is like 2-4 resources more expensive in its sum than just building a bunkhouse/house. It is however cheaper to upgrade than build it from scratch at that moment.
It's a massive win with industry building though as you will spend 1 steam core to upgrade rather than 2 to build a new more developed mine/hothouse/drill etc

Just to be clear: Building a bunkhouse on top of a tent costs the same as salvaging a tent and building a new bunkhouse. But salvaging the tent does not give you the full resources back, that it initially costed. Same for upgrading to houses.

Be aware that while upgrading the tent, people get homeless if you don't have enough other free tents. So before you start upgrading, I recommend building some extra bunkhouses and later remove/upgrade unused tents. If you are short of heated space, at least do the upgrade during worktime. If you do it during free time, homeless people get sick quickly.

Btw you can see the number of used tents/houses and vacant beds in the economy window. Very useful to check before a new group of people arrives ...
