What is the grappling hook looking tile?

There are two reserved (white) tiles in the crater and I can't figure out what I'm supposed to put there. The others are for coal mines, steelworks, and sawmills. What is that fourth type of tile? Sorry if this has been asked before, but I can't find the answer in google.

Without having the game to open near me at the moment, I'm guessing it's Outposts that you're talking about.
