But basically, with the Steam Hub on :
- 4 Weather
+1 Building Insolation
+2 Heat zone
+2 Heater
Making a total of : Liveable
And without Steam Hub :
-4 Weather
+1 Building insolation
(greyed out) +2 Heater
Making a total of : Freezing
Also, when the Steam Hub is off, the image of the Seedling Ark is blurried out, just like when any other building is lacking workers.
by those numbers it seems if the heated would be on then you would still be 1 heat level behind the minimal required (chilly I think). So my guess is the game detects that and saves the coal, cause this is a binary yes or no. While for other buildings it matters so it doesn't automatically do that.
You need to have Chilly (which is net 0 temperature). Without the Steam Hub, you are at -1, so the arks would be too cold either way. It appears the buildings 'shut off' when too cold, which is why the heaters don't function, however they shut off because it's already too cold, not because the heaters turned off.
